Public Expenditure Tracking Surveys

IDRA Institute has concluded an in-depth research of the local budgets and budgeting processes in the municipalities of Shkoder and Pogradec.  The research was commissioned by USAID’s Local Governance Program and aimed at exploring the degree of involvement of local stakeholders in budgeting procedures, transparency and accountability issues as well as the overall effectiveness of the 2009 and 2010 local budgets. Research was conducted through the employment of both qualitative and quantitative instruments. In this regards, conclusions were based on the results of a citizen survey of 200 interviews implemented in both municipalities, in-depth interviews with municipality officials and various representatives of the civil society, business sector and local media as well as a technical analysis of the two local budgets. The overall aim of the research is to provide the two municipalities with a set of recommendations for improving the effectiveness of local budgets and budgeting procedures.
