Public Services Performance Measurement Surveys

As part of USAID’s Local Governance Program (LGPA), for the 3rd consecutive year, IDRA Institute has completed and published the results of a large-scale citizen survey aimed at measuring the impact and overall performance of LGPA project in the ten Albanian municipalities, beneficiaries of the project assitance. The aim of this program commissioned by USAID is to provide the 10 municipalities with on-the-job technical assistance in the areas of Local Economic Growth, Local Governance and Civic and Private Sector Engagement.   The Local Government Citizen Survey was conducted in September-October 2010 and consisted of a total random representative sample of 4800 Albanian citizens. The survey serves the purpose of measuring residents’ satisfaction with respect to the public services provided by the municipality and its overall performance, tracking the progress accomplished by the municipalities over the years and enabling comparisons between recipient  (of technical assitance) vs. non-recipient Municipalities. IDRA has designed a system of performance indicators based on citizen responses which gives a comprehesnive picture of public service provision in each municipality but also allows comparison from city to city.
